TRY THIS --- Go to you GTA IV folder, search for GTA IV.EXE, right click on the mouse and click on Properties --> Compatibility and check the box that says Disable Full Screen Optimization / apply - open game. Once the splash screen with red and blue lights comes on, alt + tab out and open script hook. Then go back into gta and see if it loads. Weird but it gets things working for me when nothing else seems to work. FYI: AFAIK validating files on steam will only find missing files, not modified ones…. That sucks, try going into task manager, go into processes and find GTA4.exe while it isn't running, there, right click and click affinity and uncheck all the cores beside one. (I assume you have a multiple core CPU) Then run the game and try to do the mission.

Your game gets stuck talking to the other players in the session, and so you get stuck on a black loading screen or in the clouds. On PC, you can drop to a solo session and find it immediately starts working, indicating there's some issue with your game talking to other other clients in the session. bail-1999.
When you return to the game you should no longer be stuck in the clouds, but rather, back on the ground.
